BREAKING News Out Of Minneapolis- Torn Up Black THUG Charged With MURDER After “Muggin” Here’s What We Know

Minneapolis – A Brooklyn Park man has been charged in a fatal shooting in downtown Minneapolis at a parking ramp, the Hennepin County Attorney’s Office announced Tuesday.

Troy Fowler, 30, was charged with second-degree intentional murder for killing an adult man who was at the Union Bar at the same time just hours before the shooting occurred. Fowler is scheduled to make his first appearance July 21 at 1:30 p.m.


According to the criminal complaint, on July 17, around 3:00 a.m., Minneapolis police went to a parking ramp in downtown Minneapolis on Hennepin Avenue South and Sixth Street South after learning of a gunshot being fired.

When they arrived, police found a man with a single gunshot wound in his back on the ground. Fowler fled the scene upon firing the single shot, and a nearby officer immediately chased after him. Fowler was caught shortly after the shooting near the parking ramp, the complaint continues. The male victim was taken to Hennepin County Medical Center where he was pronounced dead.


Nearby businesses captured the shooting on camera, and footage showed Fowler and a companion at 3:00 a.m. walking near the parking ramp. Fowler is seen wearing a black cap, black shirt and blue jeans, and donning white shoes, the complaint says.

Fowler entered the ramp through the inbound lane while his companion followed him, pulling out a handgun in the process.


The victim’s shoe tip can be seen on camera, and he appeared to be looking at his phone when Fowler and the companion entered the ramp. Fowler pulled out his handgun from behind the victim, who, had his hands up as the companion was pointing a gun at him from the front, the complaint states.

A single shot is fired by Fowler, who immediately fled the scene, exiting from a ramp towards Sixth Street South.

After the incident, Fowler admitted to shooting the victim, claiming he bumped into Fowler at the Union Bar earlier that day. The victim’s brother however, told investigators that Fowler and his entourage were “muggin’” he and his brother at the bar, and they had no contact with them that night, the complaint continues.
