Relatives could be seen hysterically crying as they waited outside the walled facility to see if their children were dead or alive.

The spokesman for Guatemala’s volunteer fire departments said that firefighters were still extinguishing parts of the morning blaze. But he said that so far 19 bodies had been found and about two dozen people were being treated for injuries.

The national police department said 38 people were injured and the country’s Health Ministry said 14 were in serious condition with severe burns. Dr. Carlos Soto, director of the Roosevelt Hospital where some were being treated, said the most severe cases, all apparently girls, suffered life-threatening burns.

The fire followed a 15-hour riot in which hundreds protested their living conditions and demanded to be transferred, according to Guatemalan papers.

The orphanage, Virgen de Asuncion, has been criticized for overcrowding, alleged abuse and escapes in the past.

Jorge de Leon, Guatemala’s human rights prosecutor said that younger children flee the shelter because they are being abused by the elder children.

“According to what they say, the bigger kids have control and they attack them constantly,” de Leon wrote. “They also complain that food is scarce and of poor quality.”

Initial reports suggested the disaster began when someone started setting fire to mattresses in the shelter. The fire apparently broke out in a girls’ section, and most of the dead were apparently girls.

It is located in San Jose Pinula, some 15 miles southwest of the capital city, and houses children up to age 18 who are referred there mostly for cases of domestic violence.

While the orphanage was built to house around 500 children and adolescents, it held an estimated 800 at the time of the blaze.
