TEXAS – A manhunt is underway for a man who is being charged with CAPITAL MURDER of Constable Corporal Charles Galloway. A $60,000 reward is being offered for information leading to the fugitive’s arrest. We have to get this scumbag off streets IMMEDIATELY!

Prosecutors have charged a fugitive with Capital Murder for the slaying of Constable Precinct 5 Corporal Charles Galloway, District Attorney Kim Ogg announced.

When Oscar Rosales, 51, is captured, prosecutors will ask a judge that he be denied bond and therefore remain in custody pending the outcome of his trial.

“He is a bold and incredibly dangerous fugitive,” Ogg said. “He is on the run and somebody out there knows where he is.”

Capital Murder is the highest charge allowed under Texas law. A conviction carries a mandatory penalty of life in prison without the possibility of parole or the death penalty.

Prosecutors and police are asking the public for help in tracking down Rosales, who committed the vicious attack on the deputy during a traffic stop. The deputy was shot numerous times through the windshield as she sat in his patrol car. A reward of up to $60,000 is being offered for information leading to his arrest.

Anyone who has a tip on his whereabouts is asked to contact Crime Stoppers at 713-222-TIPS.

The reward money comes from Crime Stoppers, the 100 Club, and businessman Tilman Fertitta.

Houston Police Chief Troy Finner said Rosales is dangerous and the public’s help is crucial.

“We have video evidence of him shooting our constable,” Finner said. “And I want everybody to get into the fight of finding him.”

District Attorney Ogg had a warning to anyone considering assisting the killer. His common law wife, Reina Marquez and her brother, Henri Marquez, have been charged with the felony offense of Tampering with Evidence for their actions.

A magistrate judge set their bonds at $100,000 bond a piece, although prosecutors had asked for $250,000 apiece.  If they are released on bond, the court has ordered that they be subjected to GPS monitoring, and an around the clock curfew

The defendants, natives of El Salvador, are each scheduled for an initial appearance in 180th District Court Tuesday at 9 a.m.  Bail review hearings are set for each of them Wednesday, also at 9 a.m.

Galloway is survived by his daughter, sister and all of the law enforcement officers who were trained and mentored by him.
