NORFOLK VA SCHOOLS CITED FOR HARASSMENT CULTURE!

The school system in Norfolk, VA has been cited for allowing sexual harassment and bullying of special needs students. Norfolk is a high crime city, with a gang problem. The crime starts in the inner city schools. The neighboring cities even feel the strain of crime from Norfolk.

What was found

Here, via Hamptonroads.com, is what was found by the federal investigators.

On Tuesday, The Pilot obtained a copy of the report from the Education Department. During the first weeks of school, parents and students received letters about ways to report harassment as part of the remedy mandated by the Education Department. The letter does not include any details about the investigation.

The school division failed to “respond promptly and effectively to the sexual harassment of students… that resulted in a sexually hostile environment,” according to the investigation report, and “did not respond promptly and effectively to the harassment of students with disabilities that resulted in a hostile environment.”

Students at two high schools and four middle schools interviewed by the civil rights unit said “students frequently touch, slap, and grab their private parts, particularly their buttocks and breasts, while they walk in the hallway, in class, on the school bus, in the cafeteria, in the stairwell, and in most other areas within the schools.” Middle and high schoolers observed mock holidays titled “National Grab Ass Day” and “National Grab Titties Day” for occasions to harass other students, the report stated.

Many students were reluctant to report problems to school staffers, according to the report. Students said teachers who were aware of the behavior “just ‘roll their eyes’ or turn the other way.”

The investigation included interviews with administrators who said “they were aware of incidents where students touched, grabbed and smacked peers’ private parts, including their buttocks and breasts, but that they did not consider these instances to be sexual harassment because they only occurred one time.”

Division staff members didn’t understand the meaning of harassment of students with disabilities, the report said, and the division didn’t maintain records on how it investigated allegations of sexual assault or any remedies provided to victims. Investigators found that the division logged complaints only if they resulted in discipline, not the total reported.

Students were disciplined for sexual harassment in about 100 incidents in the 2011-12 school year and about 78 instances through March 2013 of the following school year, according to data in the report.

The school board and others in the school system were not being made aware of the issues. One student started the investigation, because nothing was being done.
