On Thursday, December 8th, the U.S. senate quietly passed the National Defense Authorization Act ( or the ‘NDAA’ ) for the fiscal year of 2017. The NDAA is passed every year for reapproval and adds to the United States spending for defense.  Unbeknownst to many Americans however, there are ridiculous and utterly terrifying laws hidden within this annual bill by our treacherous and sneaky Congress. Case in point, Congress just used the NDAA to create what they are terming a Global Engagement Center to be headed up by the Secretary of State. Based on how the bill reads “Global Engagement Center” is code for the new “United States Ministry of Disinformation and Propaganda.”

This has been dubbed the “Countering Disinformation and Propaganda Act” and it not only allows the United States government to ban all media outlets deemed to be “Russian propaganda,” but it also gives them the ability to legally spread disinformation online via social networks and mainstream media outlets. The bill is being spearheaded by U.S. Senators Rob Portman (R-OH) and Chris Murphy (D-CT).

According to Portman and Murphy  this bill is designed to help American allies counter foreign government propaganda from Russia, China, and other nations and they make claims it will improve the ability of the United States to counter foreign propaganda and disinformation by establishing an interagency center housed at the State Department to coordinate and synchronize counter-propaganda efforts throughout the U.S. government.

Murphy states on Senate.gov  –

Congress has taken a big step in fighting back against fake news and propaganda from countries like Russia. When the president signs this bill into law, the United States will finally have a dedicated set of tools and resources to confront our adversaries’ widespread efforts to spread false narratives that undermine democratic institutions and compromise America’s foreign policy goals.”

Counter-Propaganda = Propaganda

Hidden within the depths of the 1,576-page NDAA documents, in §1259C, below Subtitle E, labeled “Other Matters,” below Title XIII, is the approval for the funding of a brand new propaganda agency which will be managed by the secretary of state. Directly from the text of the Portman-Murphy “Countering Disinformation & Propaganda Act,”except that congress changed the name from the slightly ominous-sounding “Center for Information Analysis and Response” to the more innocuous and innocent sounding “Global Engagement Center.” The center’s main function is to —

…develop, plan, and synchronize… whole-of-government initiatives to expose and counter foreign propaganda and disinformation directed against United States national security interests and proactively advance fact-based narratives that support United States allies and interests

To put in plain English – they are going to help the U.S. government to distribute information that will support their interests and the official narrative, especially with regard to interaction and interests related to other countries. Therefore, making it virtually impossible to tell whether it’s the so-called “godless Commies” messing with us or whether our public officials are feeding us a line of bologna in an effort to excuse their own corrupt actions.

I would hazard a guess that investigative journalism of the likes of Wikileaks and Project Veritas would now be considered “foreign propaganda and misinformation” under this bill.

And if that doesn’t have all your little alarm bells clanging like crazy then consider this – not only does the new Ministry of Propaganda plan to “proactively advance fact-based narratives,” they plan on doing it with the assistance of both the public school system and the private sector —

To establish cooperative or liaison relationships with foreign partners and allies… and other entities, such as academia, nongovernmental organizations, and the private sector

Or, in other words, they intend to plant their people in academic situations with the intentions of working with pretty much any industry they think will enhance their propaganda’s reach and effectiveness. One only has to look at the CIA’s Operation Mockingbird to know that this is not that far-fetched and it is not a conspiracy theory.  This is happening!  The section even approves funding to spy on journalists, social media groups, political parties, and NGOs — all of this is to “proactively advance fact-based narratives. ”

Don’t believe me?  See what the NDAA lists as one of the center’s primary functions:

Identifying current and emerging trends in… information obtained from print, broadcast, online and social media, support for third-party outlets such as think tanks, political parties, and nongovernmental organizations… and the use of covert or clandestine special operators and agents to influence targeted populations and governments…”

It seems that this may very well be the end of real journalism.  If you value your freedoms at all – freedom of speech, freedom of the press, freedom of….well, anything then this whole thing should worry you A LOT.

One of the most worrying things about this bill?

AUTHORITY FOR GRANTS —The Center is authorized to provide grants or contracts of financial support to civil society groups, journalists, nongovernmental organizations, federally-funded research and development centers, private companies, or academic institutions for the following purposes:

[…]to counter efforts by foreign governments to use disinformation, misinformation, and propaganda to influence the policies and social and political stability of the United States

In plain English, this is saying that the US is going to start subsidizing journalists, researchers, and even schools who agree with the regime — which, incidentally, will punish and potentially threaten the viability of truly independent media altogether. Parts of the legislation are open-ended and ambiguous.  It’s like many other pieces of legislation like the Patriot Act for instance – harmless in the hands of one person but absolutely devastating and destructive to all we hold dear as Americans in the hands of someone else. It all depends on how current and future administrations will interpret the bill. Which “new technologies” will they “demonstrate” and what will the “missions of the Center” be? Which “populations” will they “target” and with who’s “fact-based narratives” will they be “targeted” with? What will the “interests” of the U.S. be, who is considered “foreign?”  Will journalists who report this foreign “disinformation” be considered propagandists for foreign agents and thus subject to prosecution?
