Due to increased tensions in various locations around the world, the potential for terrorist attacks, demonstrations or violent actions against U.S. citizens and interests and the escalating global tensions due to the Israel-Hamas war and the potential threats to American citizens abroad, the U.S. Department of State has issued a “worldwide caution” travel alert.
Updated to reflect the authorized the departure of family members of U.S. government personnel and some non-emergency personnel on a case-by-case basis.
Summary: Terrorist groups, lone-actor terrorists and other violent extremists continue plotting possible attacks in Israel and the West Bank and Gaza.
Terrorists and violent extremists may attack with little or no warning, targeting tourist locations, transportation hubs, markets/shopping malls, and local government facilities.
Violence can occur in Israel and the West Bank and Gaza without warning.
There has been a marked increase in demonstrations throughout Israel, some with little or no warning.

On, October 13, 2023, the Department authorized the departure of family members of U.S. government personnel and some non-emergency personnel on a case-by-case basis from U.S. Embassy Jerusalem and U.S. Branch Office Tel Aviv due to the unpredictable security situation in Israel.
Do Not Travel To:
Gaza due to terrorism, civil unrest, and armed conflict.
The U.S. government is unable to provide routine or emergency services to U.S. citizens in Gaza as U.S. government employees are prohibited from traveling there. Hamas, a U.S. government-designated foreign terrorist organization, controls the security infrastructure in Gaza. The security environment within Gaza and on its borders is dangerous and volatile. Sporadic mortar or rocket fire and corresponding Israeli military responses may occur at any time. During periods of unrest or armed conflict, the crossings between Gaza with Israel and Egypt may be closed.

If you decide to travel to Gaza:
Be prepared for an indefinite stay as the crossings between Gaza with Israel and Egypt can close without advance notice and for long periods during times of unrest and armed conflict.
Have a plan for entering and departing Gaza that does not rely on U.S. government assistance.

U.S. government employees are currently restricted from personal travel other than mission-critical travel.
The Embassy can impose even greater travel restrictions on its personnel, with little to no notice due to increased security issues or threats.

Charter Flights from Ben Gurion
Commercial availability remains limited out of Ben Gurion Airport. The U.S. government is facilitating charter flight transportation for U.S. citizens; we urge those wishing to leave to take advantage of these charters while they are available. Flight departures will continue on a rolling basis from Ben Gurion International Airport through at least Sunday, October 22. Please go to Ben Gurion International Airport, Terminal 3 if you wish to depart Israel. U.S. Embassy personnel will be present to direct you and provide specific flight information. Be prepared to wait.
Some U.S. citizens seeking to depart have been successful departing the West Bank and Israel into Jordan via the border crossings, including Sheikh Hussein and Allenby Bridge. We encourage U.S. citizens to take advantage of those options if possible and safe to do so.

The military conflict between Israel and Hamas is ongoing, making identifying departure options for U.S. citizens complex. We are working on potential options for departure from Gaza for U.S. citizens. We have U.S. government officials working 24/7 to try to assist. We anticipate that the situation at the Rafah crossing will remain fluid and unpredictable. If you assess it to be safe, you may wish to move closer to the Rafah border crossing – there may be very little notice if the crossing opens, and it may only open for a limited time.

We recommend that U.S. citizens in Lebanon make appropriate arrangements to leave the country; commercial options currently remain available. We recommend that U.S. citizens who choose not to depart prepare contingency plans for emergency situations.
